Ukrainian Cabinet of Ministers Launches e-CMR System into Full Operational Mode.
What It Means for Businesses?
The Cabinet of Ministers of Ukraine has adopted a resolution ensuring the continuous operation of the electronic consignment note (e-TTN) system following the completion of a two-year pilot project.
The decision establishes the necessary regulatory framework for the further development of digital document management in domestic freight transportation and confirms the government’s commitment to the digitalization of logistics processes.
At present, the use of e-CMR remains voluntary. Companies may choose between paper-based and electronic consignment notes. At the same time, businesses are given the opportunity to gradually transition to digital documentation without additional regulatory restrictions.
According to the Ministry for Communities and Territories Development of Ukraine, the system is already operating in a production environment and is capable of processing up to 800 electronic consignment notes per second. Seven electronic document management operators have already joined the ecosystem, while eleven more are undergoing testing and preparing for full integration.
The further implementation of e-CMR is expected to:
- reduce the use of paper documents;
- accelerate information exchange between transportation stakeholders;
- simplify settlements between parties;
- increase transparency in the freight transportation market;
- improve control over transport operations;
- enable integration with other government digital services.
At the same time, the Ministry for Communities and Territories Development continues to work on legislative amendments that will define the next stages of industry digitalization and the prospects for the mandatory use of e-CMR in domestic freight transportation.
